Nomination and Election of Secretary

Agenda Item 4.0

The CCSD59 Board of Education elected Patricia Petrielli to serve as Secretary for the board of education due to Sharon Roberts’ resignation last month.

Agenda Item 5.0

Early Learning Center Presentation – 5.01
Staff representatives from the Early Learning Center (ELC) presented the implementation of conscious discipline at the ELC to the board.

Conscious discipline is defined as a comprehensive classroom management program and a social-emotional curriculum, based on current brain research, child development information, and developmentally appropriate practices. The presentation explained how the practices are being incorporated into the ELC via greetings, safe spaces, emotional regulation, and other techniques.

Census Presentation – 5.02
Theresa Le, a partnership specialist for the U.S. Census Bureau, based in Chicago, spoke about community and school district involvement in the 2020 Census. Community members are expected to receive a request from the U.S. Census Bureau in the mail starting on March 12, 2020, with instructions on how to complete the census. CCSD59 is developing a communications plan that will help educate community members about additional opportunities to participate.

Discussion of Policy 4:150 – 7.01
Strategic Direction (SD) 2: Communications and Community Relations
The board reviewed proposed changes to Board Policy 4:150 (Facility Management and Building Programs). Under the proposed policy change, the superintendent or a designee will provide the board with periodic reports, at least annually, on maintenance data and projected maintenance needs for the upcoming fiscal year. These reports will be for both short term and long term projects that include cost analysis.

The board will vote on the proposed change at the board meeting on March 9, 2020.

Approve Three-Year Contract for Auditing Firm – 9.01
Strategic Direction (SD) 4: Long-Term Financial Stability and Fiscal Integrity
The board approved a three year contract with Baker Tilly, a global firm that only audits school districts and municipalities, to perform the fiscal year independent financial audits at the following contracted rates: 

  • Fiscal Year 2020 – $34,000
  • Fiscal Year 2021 – $35,000
  • Fiscal Year 2022 – $36,000

Approval of Elementary Math Resources – 9.02
SD 1: Student Growth
The board approved the purchase of several new elementary math resources as part of phase #1 of the resource selection process. The resources approved include iReady for grades K-5 and Number Corner for grades K-2. The iReady resource is an online mathematics resource that helps determine student needs, personalize learning, and monitor progress. Number Corner is a math skill-building supplement that revolves around the classroom calendar.  It provides daily practice as well as continual encounters with broader mathematical concepts in 15–20 minutes of engaging instruction. The work of identifying new math resources continues and phase #2 recommendations will be upcoming. Initial staff training for these resources will take place as part of the Institute Day on March 17, 2020.

Approval of Proposed Strategic Plan – 9.03

In the fall of 2019, CCSD59 launched a strategic planning process in partnership with the board of education, staff, families, and community members. This process was facilitated by the Consortium for Educational Change (CEC).

Approval of Application of Illinois State Board of Education School Maintenance Project Grant in the Amount of $50,000 – 9.04
SD 4: Long-Term Financial Stability And Fiscal Integrity
The State of Illinois has allotted $44 million for round one of the School Maintenance Project Grant, a dollar for dollar state matching grant program providing awards up to $50,000. The award of this grant must exclusively be used for the maintenance or upkeep of buildings or structures for educational purposes, including school districts, cooperative high schools, vocational centers and special education cooperatives.

The board approved the School Maintenance Project Grant application in the amount of $50,000.

Approval of Donation from Forest View PTO to Forest View Elementary School in the Amount of $1,400 – 9.05
SD 4: Long-Term Financial Stability And Fiscal Integrity
The board approved a monetary donation from Forest View PTO in the amount of $1,400, which will be used to  offset the costs of field trips at Forest View.

Approval of Application for the Dollar General Literacy Foundation Summer Literacy Grant in the Amount of $3,000 – 9.06
SD 4: Long-Term Financial Stability And Fiscal Integrity
The board approved the request to apply for a Summer Literacy Grant in the amount of $3,000 from the Dollar General Literacy Foundation by Literacy Facilitator Alyssa Kocher and Assistant Superintendent of Instruction Maureen McAbee. If the grant is received, it would be used to purchase supplemental literacy resources for students in the summer program. 

Approval of Agreement Between Control Technology & Solutions, L.L.C. and the Board of Education of Community Consolidated School District No. 59 – 9.07
SD 4: Long-Term Financial Stability And Fiscal Integrity
The board approved the agreement between Control Technology & Solutions (CTS), L.L.C. and CCSD59 for the provision of a guaranteed energy savings contract pursuant to School Code Article 19b.

CTS is an energy savings performance contractor that specializes in projects designed to save on energy costs. The price of the contract and accompanying work is guaranteed at the time of approval. 

Resolution Providing for the Issue of Not to Exceed $30,650,000 General Obligation Limited Tax School Bonds, Series 2020, of the District for the Purpose of Altering and Reconstructing School Buildings and Purchasing and Installing Equipment Therein for Fire Prevention and Safety, Energy Conservation and School Security Purposes, Providing for the Levy of a Direct Annual Tax to Pay The Principal and Interest on Said Bonds, and Authorizing the Proposed Sale of Said Bonds to Raymond James and Associates, Inc. – 9.08
SD 4: Long-Term Financial Stability And Fiscal Integrity
The board updated the Capital Improvements and Projects Plan to address projects that had been identified and prioritized by the Facilities Committee. The committee worked with experts in HVAC, roofing, asphalt, and other construction areas as well as the CCSD59 maintenance department to identify and prioritize these projects. The estimated cost of this work is $38.1 million. 

Over the fall, the Finance Committee explored several funding options and recommended utilizing a combination of the issuance of General Obligation Limited Tax School Bonds to fund Health Life Safety projects, and district fund balance reserves and operational cost reduction strategies to fund the remaining projects. 

The board of education approved the issuance of General Obligation Limited Tax School Bonds not to exceed $30.65 million at the February 10, 2020, meeting. For more on the Capital Improvements and Projects Plan, click here

Approval of Hiring Control Technology & Solutions, L.L.C. for the Completion and Submission of an Interconnection Application with Commonwealth Edison – 9.09
SD4: Long-term Financial Stability and Fiscal Integrity
For CCSD59 to explore the benefits of installing roofing solar systems in seven buildings needing roof replacement, an interconnection application with Commonwealth Edison is needed. An interconnection application is required for all private generation systems that can send energy to the smart grid.

The board approved the hiring of Control Technology & Solutions, L.L.C. for the completion and submission of an interconnection application by providing the necessary engineering, structural analysis, shading analysis, and cost proposal necessary to submit the application for solar renewable energy certificates (SREC) incentives with Commonwealth Edison with a cost not to exceed $20,000.
