Agenda Item 6.0

COVID-19 Dashboard – 6.01
The board received an update on COVID-19 case and quarantine numbers among district students and staff. The district dashboard can be viewed here.

MTSS Overview – 6.02
The board heard an overview of the current Multi-Tiered System of Support (MTSS) in CCSD59. The work is tied to the Strategic Plan in that students whose needs fall outside the universal core curriculum will have their needs met to achieve through supports and interventions. Future steps were shared, including continuing to improve the district’s core curriculum, which will help shape the MTSS resources moving forward.

Literacy Review Update – 6.03
As part of the district’s Curriculum Review Process, the Curriculum Council is responsible for evaluating content and determining priority areas of focus. The board heard a presentation regarding the literacy focus of the Curriculum Council. Through surveys and meetings, the group, made up of staff members across the district, examined best practices from literacy research, identified literacy priority standards, and created district literacy belief statements that will guide the literacy curriculum moving forward.

Winter Benchmark Report Follow Up – 6.04
Tom Luedloff, Associate Superintendent of Schools, provided a second presentation focused on district winter benchmark data following the February 14, 2022, board meeting. Specific questions from the board were reviewed, including how the district is assessing student progress in math and reading as part of winter benchmarking. These data also display student gains from the assessments through iReady and Branching Minds systems, and additional information was shared on how the district and schools utilize these data.

Discussion Items

Agenda Item – 7.0 

PTAB Authorization to Intervene On Assessment Appeals – 7.01
Property owners have the right to challenge the assessment of their property to the Cook County Board of Appeals. This authorizes CCSD59 to intervene on all 2022 assessment appeals, rather than each time a notice is received from the Cook County Board of Review on a newly-filed appeal. The district intervenes in all cases, sometimes in partnership with District 214, depending on the location of the property and the requested amount of assessed value reduction.

In most cases, the case is settled prior to further actions. However, in some cases a full appraisal is recommended, or a case can progress to an actual hearing with PTAB. Given the 30-day time constraint under which any district must intervene, along with PTAB’s requirement that interventions must be filed by an attorney on behalf of the school district, this provides maximum flexibility in responding to newly-filed appeals.

By taking part in this process, the district attempts to remove some tax burden off homeowners living within district boundaries. 

2022-23 School Year Pay Bus Fee – 7.02
Each year the board approves the pay bus fee for the coming year. This is the amount a family will pay to have their child transported if it is determined that the student is non-eligible for free transportation. The pay bus fee for 2022-23 is based on the weighted cost per pupil calculation set by the state and the estimated regular education transportation costs. 

The rate is currently being determined for the 2022-23 school year. Four students currently pay for these services for the 2021-22 school year.

Agenda Item 11.0

Approval of Resource Allocation for the 2022-23 School Year – 11.01
Through CCSD59’s strategic plan work, recent programming audits, and collaborative work with staff, recommendations on resource allocation of staff were presented to the board related to programming, enrollment, strategic plan execution, and compliance needs. 

The board approved the Resource Allocation Plan for the 2022-23 school year which would result in hiring the following staff members:

  • 12 employees for programming and enrollment needs
  • 3 employees for strategic plan needs
  • 9 employees for absorbing Northwest Suburban Special Education Organization (NSSEO) programming resources 
  • 15 employees for other new and additional staffing needs

Approval of Holidays for the 2022-23 School Year – 11.02
Each year, the board adopts a resolution establishing official holidays for the next fiscal year. The holiday schedule serves as a guide for implementing negotiated contracts with employees in addition to establishing holidays. 

School Code (section 24-2) provides that the board can schedule teachers’ institutes, parent-teacher conferences, or staff development activities on the following legal school holidays. A public hearing was held during the board meeting on March 14, 2022, to meet the section 24-2 requirement of the School Code, with a request to designate President’s Day for the Lincoln’s Birthday holiday; November 22, 2022, for the Columbus Day holiday; and November 23, 2022, for the Veteran’s Day holiday for the 2022-23 school year.

Approval of Student Transportation Services Contract Extension for Grand Prairie Transit and Rates for 2022-23 – 11.03
Illinois School Code (105 ILCS 5/29-6.1) stipulates that school boards may enter into contracts for up to three years for the transportation of students. Such contracts may be extended for up to two additional years by mutual agreement of the parties, and thereafter may be extended on a year-to-year basis by mutual agreement of the parties. 

The 2022-23 school year represents a one year extension option, which is beyond the scope of the existing contract. 

The board approved a one year extension of the contract with Grand Prairie Transit, one of the district’s current providers for student transportation. The extension will be in effect August 1, 2022, through July 31, 2023, at a 9.75% increase in rates from the 2021-22 school year.

Approval of Student Transportation Services Contract Extension for First Student and Rates for 2022-23 – 11.04
Also following Illinois School Code (105 ILCS 5/29-6.1) as previously outlined, the board additionally approved an extension of the contract with First Student, the district’s other current provider for student transportation. The extension will be in effect August 1, 2022, through July 31, 2023, at a 10.0% increase in rates from the 2021-22 school year. 

Approval of Award of Flooring Replacement at Friendship Junior High – 11.05
Over the summer, the district began work to correct water damage to the gym floor surface at Friendship Junior High. With the floor now needing replacement, the district purchased flooring through The Interlocal Purchasing System (TIPS), who puts items out to bid, with their process being shared among municipalities. Under TIPS, Stalker Construction Management won the contract.

The board approved the award for flooring replacement work at Friendship Junior High to Stalker Construction Management for $190,323.

Approval of John Jay PTO Donation to John Jay Elementary School – 11.06
The board approved a donation of $1,000 from the John Jay PTO for purchasing games for indoor recess and outside on the playground. 

Approval of District 59 Education Foundation $500 Donation to Salt Creek Elementary School – 11.07
The board approved a $500 donation from the District 59 Education Foundation to Salt Creek Elementary School, which will be used to support incoming kindergarten students in the 2022-23 school year.

Approval of Collective Liability Insurance Cooperative (CLIC) for Property Casualty Insurance – 11.08
CCSD59 has been in discussions with the Collective Liability Insurance Cooperative (CLIC) regarding the district’s property casualty insurance. This is a consortium of approximately 200 districts in Illinois who pool resources together to obtain the best rates.

By moving to CLIC, the property casualty insurance savings will be approximately $85,000.

Student accident coverage will be added as a separate line item, therefore every student in the district will be automatically covered if there is an injury on school grounds during any school sanctioned event, even if parents do not have insurance, at no deductible. Loss control is also included, and CLIC will survey the district’s grounds to help identify any potential hazards.

The board approved the agreement between CLIC and CCSD59 as outlined above.
