Agenda Item 4.0

Brentwood/Devonshire Mentoring Program – 4.01
Community outreach specialist Marlon Senior, along with students from both Devonshire and Brentwood schools, presented an overview of the student mentoring program in CCSD59 to the board. The presentation included specifics about the program such as the nomination process, the timeline of service, and why mentoring others is such a valuable experience.

Appointment of New Board Members

Agenda Item 5.0

The board appointed two new members on Monday night: Krzysztof (Kris) Garlewicz and Robert Mancilla. They will serve the remainder of the open terms following the resignation of Sharon Roberts and Karen Osmanski. A bio of Mr. Garlewicz and Mr. Mancilla can be found here

Oath of Office – 5.01
The new board members read their oath of office, were sworn in, and were seated. The official oath and code of conduct can be viewed here.

Agenda Item 7.0

Discussion of Renewal for Refuse/Recycling Service – 7.01
Strategic Direction (SD)4: Long-Term Financial Stability and Fiscal Integrity
CCSD59 is currently in the second year of a contract with Republic Services for general refuse and recycling services, with an option to renew one more year based upon the district’s satisfaction with Republic’s performance.

This year, Republic has proposed a 1% rate increase due to a rise in operating expenses, which resulted in an additional $41.38 per month for the district’s service. With the proposed increase, the total charge will be $4,221.22 per month instead of the previous $4,179.84 per month.

The board will vote on renewing the contract with Republic Services at the April 13, 2020, board meeting.

Discussion of PTAB Authorization to Intervene on Assessment Appeals – 7.02
SD4: Long-Term Financial Stability and Fiscal Integrity
The board discussed a resolution authorizing CCSD59 to intervene on all 2020 assessment appeals, rather than each time a notice is received from the Cook County Board of Review on a newly-filed appeal. CCSD59 intervenes on all cases, sometimes in partnership with District 214, depending on the location of the property and the requested amount of assessed value reduction. 

The board will vote at the April 13, 2020, board meeting to authorize Franczek Radelet P.C., as its legal representative. If approved, Franczek Radelet P.C., will file a Request to Intervene in Appeal Proceedings in all 2016-2020 assessment-year appeals filed at the Property Tax Appeal Board (PTAB) for which the board receives notice from the Cook County Board of Review and will represent the board’s interests in these proceedings.

Discussion of 2020-21 School Year Pay Bus Fee – 7.03
SD4: Long-Term Financial Stability and Fiscal Integrity
Each year, the board approves the pay bus fee for the coming year. The pay bus fee is the amount a family pays for transportation if the student is non-eligible for free transportation. The pay bus fee for 2020-21 is based on the weighted cost per pupil calculation set by the state and the estimated regular education transportation costs.

The resolution proposes the pay bus fee for 2020-21 to be established at $379. This reflects an approximate 5% increase from the 2019-20 fee of $361 and is reflective of the higher contracted transportation cost. The board will vote on the fee at the April 13, 2020, board meeting.

Approve FY 2020-21 Non Health Life Safety Capital Improvement Projects – 9.01
SD4: Long-Term Financial Stability and Fiscal Integrity
The board completed a review of proposed capital improvement projects for fiscal year 2020-21 during the special February 24, 2020, board meeting.  

The board approved an estimated $5,634,458 in district-wide non health life safety capital improvement projects to be charged to the Capital Improvements Fund and Operations & Maintenance Fund. These projects are scheduled for completion during the 2020-21 fiscal year. Approval of District 59 Education Foundation $500 Donation to Each Elementary School Totaling $5,500 – 9.02
SD4: Long-Term Financial Stability and Fiscal Integrity
The board approved a monetary donation totaling $5,500 from the District 59 Education Foundation. Each of the eleven elementary schools will receive $500 to support incoming kindergarten students in the 2020-21 school year.  

Approval of District 59 Education Foundation Fine Arts Donation in the Amount of $1,500 – 9.03
SD4: Long-Term Financial Stability and Fiscal Integrity
The board approved a monetary donation totaling $1,500 from the District 59 Education Foundation. Each junior high school will receive $500 to use towards their fine arts program by supporting their spring play performances.

Approval of District 59 Education Foundation $1,000 Donation to Holmes Junior High School – 9.04
SD4: Long-Term Financial Stability and Fiscal Integrity
The board approved a donation of $1000 from the District 59 Education Foundation to Holmes Junior High School. The donation will be used to help support the 5 Star program school store, which promotes and records positive student behaviors and attendance.  

Approval of ExxonMobil Education Alliance Program $500 Donation to Salt Creek Elementary School – 9.05
SD4: Long-Term Financial Stability and Fiscal Integrity
The board approved a donation of $500 to Salt Creek Elementary School from the ExxonMobil Educational Alliance Program, which funds math and science programs to support science, technology, engineering and math (STEM) education at schools in need within the communities served. The donation will be used to support materials provided for family math night and the math acceleration period at CCSD59.
